This statute orders that anyone who does not comply is guilty of a class E felony for their first offence. It becomes a class D felony for their second or subsequent offense. In conjunction with this, anyone who is ordered to register cannot operate, dispense goods for retail sale or be employed on such a vehicle that is engaged in the retail sale of frozen desserts.
